Neck and Shoulders

 
Anatomically talking, this is NOT the good way to draw a neck...  

It looks very awkward, and the collarbones seem to coem out of nowhere.  

 

Small anathomy lesson~  XD

At the base of the neck and shoulders, there is a triangular shaped muscle called trapezius.  It makes two small "bumps", one on each sides of the neck.  

 

So, this would be a better way to draw a neck.  

Note the the collarbones are linked to the shoulders.

For a girl (or a young boy/not muscular man), the usual way to draw shoulders is to draw them twice as wide as the head of the character.

For muscular men (or women XP), the shoulders can be wider than twice as wide as the head of the character.
